Professional Summary:
Mr.
Rhoads has been involved in the design of complex electrical,
control and communications systems for twenty years. His
involvement at many different DoD and NASA facilities
gives him a unique perspective in team processes and personnel
management. Mr. Rhoads has design, construction management
and testing experience in; substations through 44kV primary-
23MVa, power distribution, large motor operation through
40,000-horse power, protective relaying, generator systems,
data center design, PLC systems and secure facility design.
Mr. Rhoads additionally developed a grounding scheme now
in use NASA wide and developed the design for lightning
protection for the next generation Shuttle C Complex.
Lead electrical engineer for world’s largest autoclave
and 20 kilogauss magnet installation.
Mr.
Rhoads has been routinely involved in the supervision
and management of large, complex projects with supporting
staff at multiple locations. Mr. Rhoads was a part of
the Executive Resource Protection Team at an Air Force
Base with responsibility for Electronic Security and Data
Protection, reporting to the Center Commander. He was
the Lead Engineer and Project Manager for the first production
CRAY Super Computer. Mr. Rhoads has also been involved
in engineering and design activities in Tokyo, Japan and
Paris, France. Mr. Rhoads provided support to several
NASA facilities in Data Center Operations in regards to
improved operations and reliability. He was the lead engineer
to close a NASA data center complex in Louisiana.
Mr.
Rhoads also has a broad knowledge of project management,
cost control, estimating and conflict resolution experience,
and works extremely well in multi-cultural settings. With
project experience in designing Fire Alarm Systems, Security
Systems and Communication Systems for entire DoD and NASA
sites and analyzing power systems for these facilities,
Mr. Rhoads brings a wealth of diversified design experience
and large project management to the project team. Planning
and staffing these efforts brings another level of unique
experiences in resource allocation, milestone identification
and critical path management.
Mr.
Rhoads serves as General Manager for Oliver-Rhoads &
Associates, Inc., and is responsible for marketing and
operational oversight.
